The City Clerk is the legal custodian of official city records — budgets, ordinances, resolutions, contracts, oaths, bonds, council nominations, candidate financial reports, council and committee meeting minutes, and the Altoona Municipal Code. The City Clerk is responsible for posting legal notices, receiving Open Records Requests, elections, and issuing licenses/permits that pertain to liquor sales, amusement, cigarettes, special events, transient merchants, and dogs. The City Clerk also provides notices and timelines for Plan Commission items such as conditional uses, rezoning, preliminary plats, and certified survey maps.

The City Engineer performs engineering and technical services for city departments, including evaluating infrastructure needs, developing and managing the Capital Improvement Plan, reviewing projects proposed by developers, assuring compliance with the city's environmental permits for its landfill, storm water, water and sanitary sewer operations, and completing regulatory reporting. The City Engineer also manages capital projects including survey, design, contract administration, and construction management for streets, sidewalks, water main, sanitary sewer, storm water, and other public works projects. Other responsibilities include management of the city's right-of-way permit program, managing engineering consultant contracts, assisting with preparing special assessment materials, and responding to citizen concerns and complaints.

The Altoona Fire, EMS, & Rescue Department is comprised of paid, on-call professionals who provide full fire protection, fire inspections, burning permits, emergency medical response, patient treatment until an ambulance arrives, ambulance response service contracted with the City of Eau Claire, and community outreach and education programs relating to fire prevention, first aid, and CPR.

The Public Works Department is responsible for managing and maintaining infrastructure for the city’s water utilities which include drinking, waste, and storm water and for maintaining city streets in a manner that assures safety, health, and welfare of users of the streets.
