CITY OF ALTOONA, Wis. (WEAU) At Thursday night's Altoona City Council meeting, two members of the Altoona Police Department were promoted.

In a first for the department, Officer Scott Kelley and Officer Mark Duce were publicly made sergeants.

Both previously served as investigators.

Lt. David Livingston says it's part of an internal restructuring of the department.

"It was vital for our command structure, especially being a smaller department to have that supervisory capacity in the evening and night hours," explains Lt. David Livingston, Altoona Police Department.

The new positions were effective as of Wednesday.
