Altoona, WI. At the Altoona City Council meeting on August 25th, 2016, Council passed a mobile food vending ordinance. This ordinance repealed and replaced the previously existing chapter 5.20 ordinance titled "Ice Cream and Popcorn."
Per this ordinance, mobile food trucks, mobile food trailers, mobile sidewalk carts, as well as temporary food booths, tents or stands may vend in designated spaces at River Prairie, City Hall/Library, Cinder City Park, 10th Street Park, and Devney Park. Designated times of operation within the designated areas are Sunday through Thursday from 10 a.m. to 9 p.m. as well as Friday and Saturday from 7 a.m. to 10 p.m. Mobile food vendors may operate on private property between 7 a.m. and 3 a.m. Temporary farm stands are excluded from licensing procedures set forth in this ordinance and may operate between 7 a.m. and 10 p.m.
Annual licensing fees have been set at $250 for mobile food establishments and mobile sidewalk carts seeking to operate in the designated spaces/areas of operation throughout Altoona. Mobile food vendors seeking to operate in River Prairie will be required to purchase an annual license and a River Prairie access license. Mobile food vendors may operate in conjunction with special events without an annual license.
